S.1281 - A bill to amend title 49, United States Code, to prohibit the transportation of horses in interstate transportation in a motor vehicle containing two or more levels stacked on top of one another.
The Horse Transportation Safety Act of 2011 (S. 1281) was introduced this year by Senator Mark Kirk (R-IL) and Senator Frank Lautenberg (D-NJ). This act would prevent horses to be transported via Double Decker trailers. Double Decker trailers were originally intended just for cattle, sheep and swine. This bill will help prevent illegal slaughter sellers/ kill buyers to take vast amounts of horses cross borders.
