The C-9 Basin in South Florida is said to be one of the lawless places in the United States. Tons of illegal activities have been reported there.
A recent raid of C-9 was done in January, 2010. Authorities found various violation from animal cruelty, cock fighting rings, illegally dumping of hazardous waste and illegal slaughter houses.
ESPN brought awareness to the C-9 Basin when they released a show about the Black Market. Video below:

How can we stop illegal horse slaughter?
The bill S.1176 must be passed so stricter regulations can be placed on slaughter so illegal horse slaughter owners can be charged with animal cruelty. S.1176 is A bill to amend the Horse Protection Act to prohibit the shipping, transporting, moving, delivering, receiving, possessing, purchasing, selling, or donation of horses and other equines to be slaughtered for human consumption, and for other purposes.
Contact your local senators and ask them to co-sign S.1176
