What exactly is the ruby pipeline?

According to the ruby's site:
"The Ruby Pipeline is a win-win project for natural gas consumers and producers. It represents an approximate $3.5 billion investment in new pipeline infrastructure that will connect clean-burning and competitively priced natural gas reserves in the Rocky Mountain region with growing markets in the western United States. Ruby includes approximately 680 miles of 42-inch natural gas transmission pipeline, beginning at the Opal Hub in Wyoming and terminating near Malin, Oregon. Ruby will have an initial design capacity of up to 1.5 billion cubic feet per day (Bcf/d) and will traverse portions of four states: Wyoming, Utah, Nevada, and Oregon. The project utilizes four compressor stations: one near the Opal Hub in southwestern Wyoming; one south of Curlew Junction, Utah; one at the mid-point of the project, north of Elko, Nevada; and one in northwestern Nevada."

When I see statements like win-win on a legitimate/serious website/organization. My mind already goes into question mode. If it sounds to good to be true, it usually is.
It is obvious that the ruby pipeline will effect wildlife and the environment. It should be no surprise the American tax payer pays 70million a year for wild horses in permanent holding pens. These horses since the development of the pipeline have been rounded up by the herds. If you look at the locations of the pipeline and where the horses are located it matches up. Over 38 thousand wild horses are held into those holding pens.

It's not just wild horses who are affected by this pipeline. Several lawsuits have been filed against the El Paso Corp. On July 30 2010 The Center for Biological Diversity filed a lawsuit against The ruby and the BLM.“The Ruby Pipeline will cause severe damage to rivers and streams, sensitive habitats for a host of fish and wildlife species and some of the most pristine lands in western North America,” said Noah Greenwald, endangered species program director at the Center. “Instead of creating an entirely new path of destruction, an existing pipeline route should have been utilized.” The full article about this lawsuit is here.
Western water shed was also going to file a lawsuit against the pipeline however "When the environmental groups Western Watersheds and the Oregon Natural Desert Foundation threatened to sue to stop the pipeline, El Paso made a $20 million deal. The environmental groups dropped their protests against the pipeline after signing the agreement with El Paso." The full article can be read here.
So what is the latest development of the pipeline?
The pipleline had to be halted for some time due to conflicts of interest. However construction resumed in February.
"Dozens of workers were laid off in late November and December because of delays in receiving the Bureau of Land Management's approval to begin work on certain sections of the pipeline. The BLM, working with state historic preservation offices, inspects the planned pipeline route to ensure cultural or historical sites will not disturbed before issuing a notice to proceed."
